City of Cape Town and Western Cape Government deepen innovation partnership at Woodstock hub
In a move aimed at strengthening how the government responds to complex urban challenges, the City of Cape Town and the Western Cape Government (WCG) came together at the UVU Innovation Hub for a high-level Intergovernmental Innovation Exchange focused on practical collaboration, sustainability, and future-ready planning.
Held in the heart of Woodstock’s growing innovation corridor, the engagement created space for officials and technical experts to rethink how innovation is developed, shared, and scaled across government structures.
Sustainable construction and skills development take centre stage
A key moment in the programme came from Ronald Mukanya, Director for Sustainability at the WCG, who presented on innovative construction methods and the growing importance of sustainable building materials.
His input highlighted not only environmental considerations but also the need to link innovation with skills development pathways, including ABET-aligned approaches that can help broaden access to employment opportunities in the green economy.
The discussion reflected a wider understanding that sustainable infrastructure is not just about materials and design, but also about people, training, and long-term capacity building.
From conversation to action: a shared ‘homework’ mandate
Rather than ending with discussion alone, participants were tasked with a practical “homework” assignment designed to push collaboration beyond the workshop setting.
Key focus areas included:
- Exploring the creation of a joint innovation ambassador or champion programme between the City and WCG
- Identifying shared innovation challenges requiring collective problem-solving
- Developing stronger pathways to scale successful innovations across both government systems
The exercise signalled a shift toward more deliberate, action-oriented cooperation between the two spheres of government, with a focus on measurable outcomes rather than isolated initiatives.

Opening the session, Gareth Morgan, Executive Director for Future Planning and Resilience at the City of Cape Town, framed the exchange around long-term thinking, resilience, and the need for agile governance in a rapidly changing urban environment.
The gathering brought together a range of officials and innovation practitioners, including Jessica Bobbert, Helga Links, Dineo Mogotsi, Natalie Madise, Tristan Görgens, Bridgette Morris, and Lisa Parkes, all contributing to cross-government dialogue on innovation and service delivery.
A growing push for collaborative innovation in Cape Town
The exchange at the UVU Innovation Hub reflects a broader trend in Cape Town’s governance approach–one that prioritises experimentation, partnerships, and systems thinking in addressing issues such as housing, infrastructure pressure, and climate resilience.
