The arrests are linked to an irregular health services contract awarded in 2024 to Medicare24 Tshwane District, the company owned by businessman Vusimusi ‘Cat’ Matlala.
According to TimesLIVE, the NPA and IDAC said they ‘effected the arrest of 12 senior police officers and a director of a company in relation to the irregular awarding of a tender to Medicare 24.’
Advocate Barry Roux posted on X that Brigadier Rachel BBL Matjeng, Major General Temba, Brigadier Kistey Jonker and Brigadier Ofentse Tlhoaele are among those arrested and detained in Silverton on charges including fraud, money laundering and contraventions of the Finance Act. He said they are expected to join Matlala in the dock.
The accused are expected to make their first appearance before the Pretoria Magistrate’s Court on charges of corruption, fraud and contravention of the Public Finance Management Act.

The group is due in court on Wednesday and The Citizen noted that the contract was cancelled in December last year. The irregular deal has already featured in the Madlanga Commission of Inquiry and Parliament’s wider probe into alleged criminal influence inside SAPS, keeping the procurement trail under close scrutiny.
The case now places pressure on police leadership as one of the most serious SAPS corruption matters in recent months moves into court.
