It was initially thought that the shooter was a disgruntled member of the public who opened fire inside the facility after failing a learner’s license test.
“According to information available at this stage, it appears the suspect became abusive after being informed that he did not have all of the necessary documentation to complete a transaction,” explained City of Cape Town’s spokesperson for Traffic Services, Maxine Bezuidenhout. “Security guards intervened, and he then went to his vehicle and came back with the air gun, shooting one of the guards in the head.”

Witnesses said that the security guard was hit at a close range in the forehead, causing panic among visitors to the center.
“The security guard received medical treatment on-site, and was taken to the hospital for follow-up treatment,” Bezuidenhout said, confirming that the suspects identity was known to law enforcement.
The Hillstar DLTC was closed for the rest of the day.
“Employee support is being provided to traumatized staff members who witnessed the altercation,” she added.
