The Heritage Western Cape (HWC) is reported to have deemed the Heritage Impact Assessment (HIA) for the proposed mega development project at Oude Molen inadequate, sparking renewed dialogue on public land stewardship in Cape Town in a landmark decision on May 14th, 2025.
This ruling marks a crucial juncture for the communities surrounding the Oude Molen Eco Village, a vibrant precinct known for its blend of commercial, residential, educational, and health institutions, reports Cape {town} Etc.
The site, located on the border of Pinelands near the Black River, is owned by the provincial Department of Infrastructure and is home to a community that cherishes its rich cultural and historical significance.
The Western Cape Department of Infrastructure’s proposal to develop social housing and mixed-use facilities has positioned heritage preservation at the forefront of local concerns, with stakeholders advocating for an approach that embraces sustainability and respects the area’s legacy.
According to a statement released by the Oude Molen Eco Village on Facebook, the rejection of the HIA is celebrated as a victory for transparency and community engagement. ‘This decision is a significantly positive outcome welcomed by the community of Oude Molen Eco Village and all interested and affected parties that have lodged their objections and comments so far in this ongoing process,’ the statement reads.
The community’s mobilisation underscores their commitment to preserving the area’s intangible and tangible heritage. By aligning with various organisations, traditional bodies, and individuals, residents are united in applauding HWC for its oversight and advocacy for heritage resources within the revered Two Rivers Urban Park.
HWC affirmed its dedication to safeguarding the area, which has become a national symbol of liberation and resistance, recognised not only for its environmental beauty but also for its profound cultural ties to South Africa’s history.
‘The Western Cape Heritage committee members personally visited the Oude Molen Eco Village and commented about their positive experience of the natural peaceful environment,’ noted the recent statement.
The Two Rivers Urban Park encompasses a variety of areas, including not just the Oude Molen Eco Village but also Maitland Garden Village, parts of Ndabeni, the River Club (currently the Riverlands development), the Valkenburg Hospital, the South African Astronomical Observatory (SAAO), and multiple green corridors that line the Liesbeek and Black Rivers.
