The Department of Home Affairs (DHA) is grappling with an unexpected scandal as it suspends two senior officials due to the discovery of apparent Artificial Intelligence-generated ‘hallucinations’ that were wrongly attached as references to the newly Cabinet-approved Revised White Paper on Citizenship, Immigration, and Refugee Protection.
The shocking revelation has raised eyebrows and prompted immediate action from the DHA to uphold the integrity of its policy-making processes, Cape {town} Etc reports.
On Saturday, the department confirmed that it had executed the precautionary suspension of a Chief Director involved in the sector, making an effort to ensure accountability.
A second suspension of a Director associated with the document’s drafting will take effect on Monday. These measures reflect the department’s commitment to investigating the issue thoroughly.
In its statement, the DHA revealed that, in addition to the suspensions, it has engaged two independent law firms to oversee the disciplinary proceedings and to scrutinise all policy documents produced since 30 November 2022, the date when the first Large Language Model (LLM) was made public.
This is indicative of a wider recognition of AI’s burgeoning influence on various sectors and underlines a significant pivot towards clearer oversight and checks within the Department’s operations.
The crux of the matter lies with the list of references that accompanied the Revised White Paper. According to the initial internal review, it became evident that these citations were appended post-factum and were not directly referenced within the body of the document, raising questions about their validity.

Consequently, the Department has retracted the contentious reference list, pending a detailed independent investigation to elucidate how these inaccuracies occurred.
However, DHA has assured the public that the core content of the Revised White Paper accurately reflects governmental views regarding necessary reforms in citizenship and immigration policies.
The department emphasised that the measures proposed have arisen from an extensive cross-departmental collaborative process and inclusive public consultation, suggesting that despite the AI glitches, the foundations of policy reform stand strong.
In light of this incident, DHA has expressed sincere apologies for the lapse in quality control. It described the suspension of officials and external review process as a reflection of its dedication to rectifying the situation, aiming to prevent any similar oversights in the future.
Furthermore, the Department acknowledged the significant benefits that AI technologies bring, aligning with a recognition that such tools are becoming integral to operations both in public and private sectors. As described by the DHA, AI is ‘transformative but disruptive,’ and as such, the department aims to adapt and modernise its internal processes in response to rapid technological advancements.
