According to the Cape Independent, the Fish Hoek Valley Ratepayers’ and Residents’ Association (FHVRRA) has strongly opposed any suggestion that Fish Hoek land parcels could be included in the Masiphumelele housing plan.
The association warned that large-scale development in the area could overburden existing infrastructure, strain limited water and transport resources, and alter the valley’s environmental character.

Community groups in the area are seeking clarity on potential housing sites and access routes for new residents. The City collected public comments on the draft plan between August and October 2025.
City planners emphasise that the draft Masiphumelele Local Spatial Development Framework (LSDF) only identifies possible land for affordable housing near the Lochiel smallholdings, close to Masiphumelele.
No development rights have been granted, the City confirms.
