Parts of Ottery were plunged into chaos on Tuesday morning this week after a violent exchange of gunfire between rival gangs left at least two people injured.
The incident has been described as an ‘active war zone’ by JP Smith, the City’s Mayoral Committee Member for Safety and Security, who visited the scene alongside Ian Cameron following the outbreak, as reported by African Insider.
According to Smith, the shooting is not an isolated incident but rather a reflection of deeper issues within the criminal justice system, where cases are failing to hold up and suspects are returning to the streets.
He pointed to a previous arrest in the area involving an individual found in possession of an illegal firearm. Despite the arrest, the case reportedly collapsed after the weapon was not processed for forensic analysis, meaning investigators could not link it to the suspect.
Smith argued that such lapses are undermining the efforts of law enforcement, saying: ‘No matter how many arrests our officers make, how many firearms we recover, these are meaningless if these same criminals are simply recycled back into the community over and over again.’
He believes a shift in responsibility could help address the problem, calling for City officers to be given greater authority in handling investigations.
‘This is why we have identified the simple solution that will bring immediate results. Grant us the authority to investigate and compile these case dockets ourselves,’ he said.
Smith added that empowering local law enforcement in this way could strengthen cases and improve conviction rates, ensuring that those responsible for violent crimes are held accountable.
The latest shooting has once again placed the spotlight on gang-related violence in the area, as authorities continue to grapple with both immediate threats on the ground and broader systemic challenges.
