South African drivers, brace yourselves – 2025 marks the beginning of a new era in road safety.
A series of sweeping reforms, led by the South African National Roads Agency (SANRAL) in partnership with the Department of Transport, will reshape the way we drive.
The new regulations are aimed at tackling South Africa’s skyrocketing traffic fatalities, curbing reckless driving, and enhancing road safety across the country.
In 2023 alone, over 12 500 lives were lost to traffic accidents, with speeding, alcohol-related driving, and negligence being the main culprits. SANRAL’s new measures are designed to bring order to a system long plagued by unsafe driving behaviours.
The changes come in response to rising accident rates, particularly in provinces like Gauteng and KwaZulu-Natal, and increasing public pressure for stricter enforcement.
Here’s a breakdown of the new rules:
- Speed Limits: Expect to see speed limits reduced by as much as 10-20 km/h across various road types:
- Urban Residential Roads: From 60 km/h to 50 km/h. Penalty for overspeeding: R1 000 – R2 500.
- Rural Roads: From 100 km/h to 80 km/h. Penalty for overspeeding: R2 000 – R3 500.
- Freeways (Urban Areas): From 120 km/h to 100 km/h. Penalty for overspeeding: R3 000 – R5 000.
- Freeways (Rural Areas): From 120 km/h to 110 km/h. Penalty for overspeeding: R2 500 – R4 000.
- Near Schools: From 40 km/h to 30 km/h. Penalty for overspeeding: R1 500 minimum.
- Construction Zones: From 80 km/h to 60 km/h. Penalty for overspeeding: R2 500 minimum.
- Public Transport Lanes: From 100 km/h to 80 km/h. Penalty for overspeeding: R2 000 – R3 000.
- Alcohol Restrictions: In a bold move, South Africa is now adopting a zero-tolerance alcohol policy:
- Blood Alcohol Content (BAC) between 0.01% and 0.05%: Fine: R2 000. Penalty: R5 000 + 6 points + 24-hour licence suspension.
- BAC over 0.05%: Fine: R3 500. Penalty: R7, 500 + 10 points + Arrest + Court appearance.
- Refusal to take breathalyser: Fine: R1 500. Penalty: R5 000 + Immediate detainment.
- Second-time alcohol offence: Fine: R5 000. Penalty: R15 000 + 12 points + 6-month licence suspension.
- Distracted Driving: New rules will impose stricter penalties for those caught using mobile phones and engaging in other distractions while driving:
- Driving while texting: Penalty Points: 4. Fine: R1 500. Repeat Offence: R3 000 + 2 additional points.
- Skipping a red traffic light: Penalty Points: 5. Fine: R2 000. Repeat Offence: R4 000 + court summons.
- Driving without a valid licence: Penalty Points: 6. Fine: R3 000. Repeat Offence: R6 000 + possible arrest.
- Overloading passenger vehicle: Penalty Points: 6. Fine: R2 500. Repeat Offence: R5 000 + vehicle impound.
- No seatbelt worn: Penalty Points: 2. Fine: R1 000. Repeat Offence: R2 000.
- Reckless overtaking: Penalty Points: 5. Fine: R3 000. Repeat Offence: R6 000.
- Expired licence disc: Penalty Points: 3. Fine: R1 500. Repeat Offence: R3 000.
The reforms are set to come into effect nationwide from 1 July 2025. A wide-reaching public information campaign will ensure that all drivers are aware of the upcoming changes. Expect billboards, SMS notifications, and official website updates from SANRAL.

- Check your demerit points status via the official RTIA portal: https://www.aarto.gov.za.
- Settle fines online via SANRAL’s e-toll platform or PayCity.
- Stay informed: Keep track of SANRAL’s official announcements and make sure your vehicle complies with all safety requirements, including carrying the new mandatory safety equipment like reflective vests and emergency triangles.
These changes are not just minor tweaks—they represent a major overhaul of road safety in South Africa.
