It is widely believed that redeveloping downtown Bellville into the second CBD of the City, would decentralise business activity, reduce congestion as well as inspire necessary innovation, Cape {town} Etc reports.

It has been confirmed that the City intends to allocate resources and funding to develop Bellville into an economic hub.
Marco Morgan, an urban planner at GrowZA, commented that the goal is not to replicate the CBD but instead, to create a second hub which will take on its own identity.
Primedia has reported that the development has been divided into three phases: short, medium and long-term.
The focus will be on eliminating traffic, facilitating transport as well as reverting focus to safety and effectivity.
