Cape Winelands Airport’s ambitious multibillion-rand upgrade has taken a decisive leap forward, with the airport team introducing WBHO as the official contracting partner tasked with shaping the next-generation aviation precinct planned for the Western Cape.
In a joint statement shared by the airport’s leadership, Managing Director Deon Cloete noted that the appointment allows the development to move into deeper technical planning.
‘With the contractor now formally on board, the project advances into a crucial new phase, detailed technical development and planning. This process will also provide clearer insights into overall timelines and costs,’ he explained
Various project insiders say the selection of WBHO places the programme on a firmer footing. The construction giant, which is one of South Africa’s most experienced infrastructure firms, has built everything from dams and stadiums to complex highways and aviation structures.
Representatives from WBHO echoed the significance of the deal.
Speaking on the partnership, Russell Adams, a director at the company, said: ‘WBHO is honoured to have achieved this significant milestone with the Cape Winelands Team… A greenfield project of this scale and complexity is one WBHO is excited to be part of.’
He added that the development would highlight the capabilities of South African engineering and construction talent, stating the project would ‘showcase the talent and competence’ of the local industry.

The airport development, which is estimated at around R8 billion, is considered one of the country’s most meaningful aviation investments in years. The planned works include:

A boutique passenger terminal

Extended and realigned runway infrastructure

Upgraded airside and navigation systems

Expanded cargo and logistics facilities

A refreshed general aviation precinct

Long-term commercial, logistics and hospitality spaces across the 450-hectare site
The airport team anticipates the build to sustain roughly 35,000 direct and indirect jobs, with projections suggesting that number could climb above 100,000 during the first two decades of operation.
From the airport’s perspective, the partnership strengthens its ambition to create a world-class, environmentally responsible aviation hub that elevates connectivity across the Western Cape.
Cloete emphasised that WBHO’s background supports these goals, noting: ‘The teams’ combined expertise strengthens the airport’s commitment to building an efficient, future-ready and environmentally responsible aviation facility.’
Observers familiar with the project point out that a second major airport could ease long-term pressure on Cape Town International, offer alternative routes for airlines, and enhance tourism into the Winelands.
The project has already attracted strategic investment interest, including the recent confirmation of Growthpoint Properties, which will support long-term property and asset management across the precinct.
Those close to the planning process say the detailed technical development phase, now being accelerated with WBHO onboard, will determine the timeline for construction readiness.
