In a decisive move aimed at restoring safety for residents in Atlantis, Saxonwold, and Witsand, the Western Cape High Court has recently issued an interdict against several taxi associations, reports Cape {town} Etc.
This legal action comes on the heels of an alarming shooting incident that highlighted the rampant intimidation and violence that have plagued local transport services.
The High Court granted this order on 6 March, providing a much-needed lifeline to communities reliant on safe transportation.
The interdict specifically targets major players in the local taxi industry, including the Cape Amalgamated Taxi Association (CATA), the Saxonwold Local Taxi Association, and the Congress of Democratic Taxi Associations (CODETA) among others, alongside nine individuals named in the order.
It imposes strict conditions designed to protect public and private transport users by forbidding any form of assault, intimidation, or interference with the operations of other taxi associations and transport services.
Western Cape Mobility Minister Isaac Sileku welcomed the court’s intervention, underscoring its importance in reinforcing the rule of law. ‘We recognise that legal interventions can sometimes create uncertainty for residents in the short term,’ he stated.
‘However, this interdict sends a clear message that intimidation and violence will not be tolerated. Our priority is ensuring that residents of Atlantis and surrounding communities can travel to work and school safely,’
The interdict is not merely symbolic; it is a crucial step towards improved safety in local transport networks.
Sileku indicated that the order will help reduce risks associated with violence at key transport hubs. By promoting fair competition and enforcing compliance with operational requirements, the interdict aims to ensure that only licensed minibus taxi operators serve these essential routes.

Key locations affected by the interdict include the Potsdam Public Transport Interchange, Atlantis CBD taxi rank, Westfleur Circle in Avondale, and the Witsand informal taxi rank.
The court has mandated compliance with operating licenses strictly and prohibited any taxi association from providing services in these areas without the appropriate legal permits.
The Western Cape Government reiterated its commitment to a safe and regulated transport environment, pledging to monitor compliance closely. ‘We remain committed to working with all operators who respect the law and place the safety of residents first,’ Sileku affirmed.
He warned, however, that those who resort to unlawful conduct would face the full consequences of the law.
In a bid to uphold the terms of the interdict and ensure a stable commuter environment, the Western Cape Government will conduct targeted inspections and compliance audits in partnership with law enforcement agencies.
