The Western Cape Department of Infrastructure (DOI) is poised to revolutionise public infrastructure management with the recent acquisition of €97 500 in funding from the European Union under the SA-EU Dialogue Facility 3.0.
This significant financial backing will support the flagship initiative, ‘Towards a Digital Twin Province: Building a Connected and Intelligent Asset Management Ecosystem’.
This pioneering project aims to leverage advanced technology to digitally map every building managed by the DOI.
The digital replication of these physical structures will empower the department to undertake real-time monitoring, analysis, and optimization – providing unprecedented insights into the condition and performance of public infrastructure.
Western Cape Minister of Infrastructure Tertuis Simmers emphasised the initiative’s alignment with key priorities:
‘A Digital Twin Province is about using data and technology to plan better, maintain smarter, and invest more responsibly. This initiative strengthens our ability to deliver reliable infrastructure, reduce long-term costs and ensure that every rand invested delivers real value to communities.’
Through this innovative approach, the DOI will be able to virtually test the effects of future innovations before implementing them in the real world, drastically increasing efficiency and improving service delivery.
This is especially pertinent in helping the Western Cape Government manage its facilities wisely and responsively.
The funding will allow a significant expansion of the DOI’s portfolio of digitally scanned buildings, marking a collaborative effort not just within South Africa but also in partnership with Estonia, a pioneer in the field of digital governance.
As Simmers noted, this collaboration positions the Western Cape at the forefront of scalable digital infrastructure governance.
Further to its operational benefits, the initiative will yield clear policy guidelines, investigate sustainable financing models, and create an actionable implementation roadmap.
These dimensions ensure that the project is not just a technological upgrade but also a key component in the province’s long-term strategies for effective governance and infrastructure management.
Simmers commended the leadership of Jodie Thomas within the DOI for securing this project, saying it not only underscores the province’s growing international reputation but also reaffirms its commitment to innovation-led service delivery.
‘This work will significantly enhance our infrastructure governance,’ Simmers stated.
