The Western Cape Minister of Finance, Deidré Baartman, unveiled the R285.8 billion budget for the 2026 Medium Term Expenditure Framework (MTEF) during a session of the Provincial Parliament on Thursday, reports Cape {town} Etc.
Under the theme ‘Delivering Growth with Discipline and Care’, the budget aims to strike a balance between job creation, the enhancement of critical infrastructure, and the safeguarding of essential frontline services.
The allocation for the 2026/27 financial year stands at R93.538 billion, while the subsequent years will see R94.770 billion in 2027/28 and R97.506 billion in 2028/29.
Central to this fiscal strategy is an ambitious R36.651 billion earmarked over three years to strengthen economic pillars such as water security, energy resilience, agriculture, tourism, and entrepreneurship.
Baartman highlighted that a significant 95% of the budget derives from national transfers, predominantly through the Provincial Equitable Share and Conditional Grants. The remaining 5% is composed of Provincial Own Revenue sources, notably motor vehicle licence fees and gambling taxes.
In the realm of frontline services, the budget emphasises the need for a well-educated and healthy society, allocating R208.643 billion an impressive 77.48% of the overall budget towards education, health, and social services.
This includes a significant R1.5 billion investment in school infrastructure, resulting in 15 new schools being constructed and an additional 175 classrooms being added. Free school meals will continue to assist 550,000 learners daily, reinforcing the province’s commitment to education.
Health infrastructure will receive R2.4 billion over the next three years, with major projects aimed at enhancing emergency services in key facilities. Notably, the Groote Schuur Hospital will see R255 million invested in expanding its emergency centre. The rollout of 63 new mobile clinics underlines a commitment to equitable healthcare access, alongside innovative projects incorporating artificial intelligence to aid in early disease detection.
Safety and security initiatives will be bolstered with a budget of R8.595 billion to support programmes such as the Law Enforcement Advancement Plan, while major tech investments like ShotSpotter technology and advanced vehicle scanners demonstrate a clear intent to combat crime effectively.
Infrastructure development remains pivotal, with a remarkable R152 billion pipeline featuring 52 investment-ready projects. Road upgrades, port enhancements, and social housing developments, including over 3,000 finance-linked individual subsidies for first-time homebuyers, exemplify the province’s strategic foresight in fostering economic growth through robust infrastructure.

The province is poised to address critical water and energy challenges, with initiatives slated to secure 310 million cubic metres of water by 2035. Innovative projects, such as the Clanwilliam dam wall raising and operational desalination plants, are crucial to ensuring water sustainability amidst climate concerns.
To bolster energy resilience, the budget allocates R46 million to improve municipal energy security, enhancing infrastructure to support renewable energy initiatives.
Attracting investments is a priority, with five major projects nearing completion, including a R600 million green hydrogen facility and a R1.8 billion manufacturing investment.
The province’s proactive investment strategies have resulted in a significant increase in building plan approvals, signalling robust economic activity and investor confidence.
The budget also dedicated R949.8 million toward disaster and climate response initiatives, underlining the province’s commitment to a comprehensive strategy addressing unforeseen events, climate resilience, and social development needs.
