The Western Cape Provincial Treasury has marked an impressive milestone by securing its 12th consecutive clean audit opinion from the Auditor-General of South Africa for the 2024/25 financial year, Cape {town} Etc reports.
This achievement is a testament to the department’s unwavering commitment to transparency, accountability, and the prudent management of public funds aimed at enhancing the lives of residents across the province.
Provincial Minister of Finance, Deidré Baartman, presented the 2024/25 Annual Report before the Standing Committee on Finance in the Western Cape Provincial Legislature on Friday.
‘A clean audit is not just about compliance; it is about trust,’ Baartman stated.
‘At a time of economic pressure, fiscal uncertainty, and growing service delivery demands, the Provincial Treasury has remained focused on support for good governance, ensuring that every rand delivers value for our residents.’
The Annual Report highlighted several key successes that showcase the Western Cape’s leadership in financial management within the country. Notably, 26 municipalities in the province obtained unqualified audits, with 20 achieving the coveted clean audit status.

Furthermore, all 13 provincial departments and 11 public entities also maintained unqualified audit opinions, reflecting a robust fiscal framework despite ongoing national budget adjustments and uncertainties.
- The Provincial Treasury has provided practical support to financially distressed municipalities, including Beaufort West, Kannaland, and Theewaterskloof.
- Four municipalities qualified for the Eskom Municipal Debt Relief Programme, leading to over R93 million in debt write-offs.
- The launch of the Alternative and Blended Finance Framework aims to assist government departments in attracting investment and fostering innovative funding models for better service delivery.
- A completion of the Service Delivery Model and Occupational Functional Assessment has fortified the Treasury’s internal systems.
- Modernisation of supply chain management through digital platforms has significantly improved operational efficiency and transparency.
Additionally, the Provincial Treasury released several key research publications, including the Provincial Economic Review and Outlook, the Municipal Economic Review and Outlook, and the first Local Government Budget Performance Review, underscoring their commitment to informed governance.
Baartman further noted, ‘We are building a Provincial Treasury that is not only technically strong and compliant but also responsive and future-ready for its next phase: revenue generation to guarantee long-term financial sustainability for our province. Our focus remains on enabling service delivery, supporting municipalities, and ensuring that every rand spent improves the lives of the residents of the Western Cape.’
