In light of a commitment to ensuring the delivery of top-quality services to Cape Town residents, the City’s Water and Sanitation Learnership and Apprenticeship Programme bestowed honours upon 346 people, a diverse blend of staff members and external candidates.
This initiative was created to address a shortage of skills in artisan and process controller streams. The programme has nurtured these dedicated people, providing them with the knowledge and industry-recognised qualifications necessary to thrive in the water-related trades.

The programme, which ran from 2019 to June 2023, produced graduates brimming with in-depth knowledge and the ability to ensure service compliance standards.
For those outside the City’s employ, the programme has served as a valuable stepping stone into the water industry, offering insights into employability requirements.

Importantly, it has also inspired and motivated City staff, significantly reducing the vacancy rate from 20% to 8.25%.
By collaborating with respected training institutions such as Northlink College, False Bay College and others, the Water and Sanitation Directorate was able to offer a range of programmes, from plumbing and electrical trades to water and wastewater process operations.
This investment in upskilling officials ensures a brighter future for progressive service delivery, creating a workforce capable of maintaining infrastructure and applying effective methods and processes.
