Update:
According to the City’s Mayco member for water and sanitation, Zahid Badroodien, a burst pipe in the Green Point area resulted in the water spillage which drained into the stormwater system. This drains into the outfalls.
‘The brown colour was caused by the ground conditions (sand). The pipe was repaired last night and teams have been on site this morning to confirm the water at Three Anchor Bay is back to normal.’
Residents are puzzled by the sudden discolouration at Three Anchor Bay.

The water turned from clear to brown at around 1:30pm as an outlet started pouring into the ocean. Speculations suggest a burst water pipe in Greenpoint as a potential cause.

Cape {town} Etc sent a query to the City’s water and sanitation department to investigate the issue.
