The Robben Island Museum (RIM) voiced its frustrations to the Parliamentary Portfolio Committee on Public Works and Infrastructure regarding delays in addressing challenges due to insufficient departmental participation. The RIM urged for the devolution of maintenance powers.
According to the Cape Times, Chief Executive Abigail Thulare emphasised the importance of preserving the World Heritage Site’s integrity, suggesting that the Department of Public Works and Infrastructure transfer its maintenance role and budget to RIM for more efficient management.

Thulare pointed out budget constraints as a key hindrance, with not all maintenance requests being approved. The proposal suggests RIM acting as the implementing agent, while the DPWI retains overall oversight.
Earlier this year, the DPWI initiated an asbestos removal assessment on the island, but the findings haven’t been shared with RIM or the Department of Sport, Arts and Culture (DSAC). Thulare expressed the need for full stakeholder cooperation for effective maintenance, especially following the recent disposal of asbestos debris by RIM.
Members of Parliament expressed concerns about the interdepartmental communication gaps. EFF MP Mathapelo Siwisa criticised the DPWI’s approach, suggesting a more proactive stance with a day-to-day budget for urgent repairs.

Siwisa warned that without improvement, heritage sites like Robben Island could deteriorate or become privatised.
DA MP Sello Seitlholo also remarked on the need for the DPWI to lead in coordinating maintenance efforts with relevant departments.
The RIM’s request for operational autonomy is not uncommon, as other entities have reportedly expressed similar desires.
In response, acting director-general advocate Richard Sizani acknowledged the concerns and noted that the minister, Sihle Zikalala, has instructed the department to review the policy on facility management devolution.
