The Cape of Good Hope SPCA recently pursued an ongoing investigation that was led by Chief Inspector, Jaco Pieterse in a matter involving a man who uses dogs to beg for money.
According to the Cape of Good Hope SPCA, the inspectorate received multiple complaints about the offender who is usually situated at the corner of Buitengracht Road and Walter Sisulu Avenue intersection near the Cape Town International Convention Centre (CTICC).

The Cape of Good Hope SPCA requested that the Investigation Officer overseeing the serial offender’s case to oppose the bail application of Mr Selwyn Taylor.
The bail application was opposed by the Sea Point police official during his second appearance before the Cape Town Magistrates’ court on Friday, 18 February. His bail was denied and Mr Taylor will remain incarcerated until his next court appearance.
Taylor was arrested twice in a space of a week on charges of contravening the Animal Protection Act and City of Cape Town Animal Keeping By-Law 2021. The source of the puppy supply chain is still under investigation.
The Cape of Good Hope SPCA appeals to members of the public to not support begging or the sale of puppies, and to report any matters of animal cruelty by calling their Inspectorate on 021 700 4158/9 and report any selling of puppies or using of animals for begging to Law Enforcement by calling 021 596 1999.
