The water outage in Ward 71, affecting Tokai and Klein Constantia residents, was caused by a burst pipe on 2 December.
Investigations revealed a compromised sewer pipe over the main water line, traced back to a private contractor’s error during work on the Wynberg Reservoir’s main water pipe.
This pipeline supplies a significant portion of Ward 71.
Despite the City of Cape Town’s prompt response, including shutting off the 500-mm-diameter main water supply and commencing excavations for the 300-mm-diameter water main in the Green Belt in Constantia, full restoration of water services is still pending.

Mayor Geordin Hill-Lewis acknowledged residents’ frustration, especially with a second pipe burst reported earlier in the week.
Mayor Hill-Lewis emphasised the City’s commitment to infrastructure improvements, highlighting the quadrupling of the pipe replacement budget to accelerate the replacement of old pipes.
During the temporary closure of the picnic site, SANParks encouraged visitors to explore alternative picnic spots like Newlands, Oudekraal and Silvermine.
Cyclists can still use the parking area at the Tokai site.
The City and SANParks apologised for the inconvenience and are working to resolve the issue.
