The City of Cape Town has secured additional international technical assistance for its embedded generation, solar and energy utility sustainability plans.
The mayoral committee’s approval of this support marks an important moment in Cape Town’s journey towards a greener future.
The City’s partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has yielded crucial support, including the deployment of an Embedded Generation Advisor and seconded project managers.

These resources are instrumental in advancing projects funded through the C40 Climate Finance Facility, such as the Green Infrastructure and Improved Catchment Management project and the Paardevlei Solar Farm and Net Zero Carbon Municipal Buildings project.
Moreover, the City’s Energy Directorate has initiated discussions with the German Development Bank (KfW) to secure technical assistance for its Power Utility Reform programme.
Aligned with the City’s newly approved Energy Strategy, this initiative aims to develop a transformation plan for the utility, facilitating high-quality service delivery and diversified energy generation portfolios.

Councillor Beverley Van Reenen, mayoral committee member for energy, emphasised the significance of this international support, valued at over R4 million.
She expressed gratitude for the technical expertise provided by partners like GIZ and KfW, which not only boost Cape Town’s energy initiatives but also facilitate knowledge exchange and the adoption of international best practices.
The City’s energy diversification initiatives are progressing steadily, with several key projects already underway:
- Large Power Users (LPUs) and the Power Heroes programme enable efficient energy consumption among households and commercial customers.
- A tender has been issued for Independent Power Producers (IPP) to provide dispatchable and self-dispatchable power capacity, totalling 500 MW.
- Aiming to diversify electricity suppliers, the IPP Renewable Energy initiative targets 200 MW of renewable energy generation.
- The Dispatchable IPP Programme works to mitigate loadshedding.
