In the 2023 Blue Drop Report by the National Department of Water and Sanitation, Western Cape municipalities and entities received 15 Blue Drop Certifications.
Anton Bredell, the Western Cape minister of local government, environmental affairs and development planning, noted the progress from the eight certifications in the previous 2014 report.
‘In the previous report from 2014, we received 8 Blue Drop Certifications, so we have made progress, and I want to thank and recognise the entities that worked hard to maintain their status and also those that improved on this very important service delivery metric,’ Bredell said.

These certifications, assessing water supply systems on several criteria, were awarded to the following municipalities:
- Bergrivier Municipality
- Cape Town Metro Municipality
- Drakenstein Municipality
- George Municipality
- Overstrand Municipality (Baardskeerdersbos, Buffeljags Bay, Buffelsrivier, Greater Gansbaai, Greater Hermanus, Kleinmond, Pearly Beach and Stanford)
- Saldanha Bay Municipality
- Swartland Municipality
- Theewaterskloof Municipality

However, the report also identified critical challenges in eight water supply systems, including those in Beaufort West, Hessequa, Kannaland and Prins Albert Municipalities. In response, the Department of Local Government is investigating these issues and plans to offer support ranging from training to technical assistance.
The Western Cape, with 25 Water Service Authorities and 124 water supply systems, treats over 1 million kilolitres of water daily.
Minister Bredell noted the Blue Drop Report’s role in complementing the province’s 15-Year Integrated Drought and Water Response Plan, which assesses municipal water infrastructure and projects future water needs.
