A Law Enforcement Advancement Plan (LEAP) officer was fatally shot while carrying a baby in Mitchells Plain on Sunday afternoon.

While police confirmed that the matter is currently under investigation, the Western Cape Government and the City of Cape Town expressed their sadness and shock following the death of 37-year-old, Toufeeq Williams.
The LEAP officer was off duty at the time of the incident and was walking in Hengelaar street, while carrying a baby.
‘Mitchells Plain police registered a murder case for investigation following a shooting incident on Sunday afternoon at about 12:30 where an unknown man was shot and fatally wounded,’ SAPS confirmed in a statement.
‘The victim was declared deceased on the scene by medical personnel. The suspects are yet to be arrested.’
The Western Cape minister of police oversight and community safety, Reagen Allen, extended his condolences to all those affected by the incident.
‘I am outraged at the murder of Officer Williams,’ he said. ‘Every aspect of law enforcement, the South African Police Service (SAPS) and intelligence agencies must be used to ensure justice and to hold those allegedly responsible for this heinous crime.’
‘We must work to shut down their revenues of income, confiscate their assets and any resources which assist them in continuing their illegal activities.’
Allen added that every possible measure would be taken to hold the culprit accountable for his actions.
‘We will not leave any stone unturned. Arrest and lengthy jail sentences must follow.’
‘The community of Mitchells Plain and all other areas plagued by these types of incidents should know that we will not rest until we combat murders and crime throughout the province.’
Meanwhile, the mayoral committee member for safety and security, JP Smith, said that the City was also mourning the loss of Williams, describing him as a valued member of the Hanover Park LEAP team and offering a reward for information that could lead to the arrest of the suspect.
‘Our thoughts and prayers are with the officer’s loved ones during this difficult time,’ said Smith.
‘The City offers a reward of R100 000 for any information that may lead to the arrest of the gangsters involved in this murder.’
‘We call on anyone in the community who might have information about the attack to please step forward and assist the investigators so that the people responsible can be caught and brought to justice.’
